[Bug 133679] konqueror nor really doing offline browsing

Binary package hint: konqueror

I configure konqueror 3.5.6 web browser to do "offline browsing" over the cache (I presume).
I type a URL and then get an error page stating that the page is either not available or not existent.
Then I hit the "refresh" button.
Konqueror silently fetches the page from the Internet while still saying it's doing "offline browsing".
Instead it should still say the page is not available, maybe with a warning about the "offline browsing" setting.
