Update:
I installed KDE 3.5.6 from kubuntu.org because
http://www.kde.org/announcements/changelogs/changelog3_5_5to3_5_6.php
says:
"Make the connection to ksysguardd more robust."

Now I can get it to work again by doing a
killall ksysguardd ( *not* ksysguard )
after resume.
