[Bug 83671] Amarok Can't Tag AAC/MP4 Files

Binary package hint: amarok

In amarok when trying to tag an aac file the ubuntu build will report an
error, saying that amarok couldn't tag the file.  Amarok comes with AAC
tag write support, for some reason the line --with-mp4v2 isn't included
in debian/rules.
