[Bug 50747] build dependencies include package which doesn't exist

Public bug reported:

I've updated to the 'edgy' repositories, but I'm assured that this
happens in dapper too:

(dapper) chris at chrislap:~$ sudo apt-get build-dep superkaramba
[...]
Package libsnmp5-dev is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
The following NEW packages will be installed:
  gettext-kde [...] x11proto-record-dev
0 upgraded, 57 newly installed, 0 to remove and 0 not upgraded.
E: Package libsnmp5-dev has no installation candidate
E: Failed to process build dependencies
(dapper) chris at chrislap:~$

The package exists in breezy, but not dapper.  Perhaps we need
"libsnmp9-dev" instead?
