[Bug 86017] current xkb setting does not apply to system dialog boxes

Public bug reported:

This problem appeared with the latest feisty update of today. Current
xkb layout setting does not apply to system dialog boxes such as kwallet
password box or alt+f2 box (they stay with layout written in xorg.conf),
but it does apply to normal windows.
