[Bug 82285] System Settings does not have the Panels settings module

Binary package hint: kde-systemsettings
System Settings in Edgy no longer has the Panels module. While this
attempts to reduce redundancy (the same settings can be reached by
right-clicking on Kicker and selecting Configure Panel), there are times
when users need to access Panel settings from another location. An
example of this situation is when kicker would relocate or hide itself
in another section of the desktop, making it impossible to right-click
on the panel. This happens quite often (a Kicker bug?). Currently the
only way to reach the Panel settings would be by launching KControl from
Run Command (Alt+F2), which is not immediately evident to the user.
