[Bug 128952] kubuntu localization

Public bug reported:

Binary package hint: kubuntu-desktop

Feisty Fawn 7.04.

Steps to reproduce:
1. Install Ubuntu on a fresh system. Choose another language than English for the installation. I chose Norwegian, but I'd be very surprised if this were a Norwegian-specific-problem.
2. apt-get install kubuntu-desktop
3. Log in to a KDE session
4. Start konqueror (or any other KDE application)

Expected results:
The language setting should apply to the entire system. KDE apps should be localized without requiring further user action.

Actual results:
KDE apps remain unlocalized until the package language-pack-kde-nb (or equivalent for another language) is installed.
