[Bug 119598] [WISH] A GUI checkbox for the KDE_NO_IPV6 setting

I propose a nice GUI like setting for the KDE_NO_IPV6  environment
setting

A simple checkbox in Systemsetting->Networksettings with a label with
info on why and what it does is sufficient.
