Having done some more digging it seems this is a missing feature rather
than a bug. There is a specification to add this functionality on the
Kubuntu Wiki here
https://wiki.kubuntu.org/KubuntuGutsyAdeptVersionLocking. So with any
luck this might be available by the time Gutsy comes out.
