[Bug 118281] Kernel upgrade - System restart required

You have been subscribed to a public bug:

After a kernel upgrade with Dapper (6.06), Ubuntu displays the notification message "System restart required".
After a similar update is applied to a Kubuntu system, no such notification is displayed.

Suggest Kubuntu should also display a similar notification message to
advise users that a restart is required after a kernel or Xorg upgrade.
