I'm changing the Importance to Low since a workaround exists. The kubuntu-konqueror-shortcusts (upstream) is correctly assigned to kde-bugs #143723.
Workaround (quoting Luke from http://bugs.kde.org/show_bug.cgi?id=143723#c6):
I just noticed that the problem _only_ happens if the rectangle is drawn from top-left to bottom right. If I start at any other corner,
there are no artifacts.
