[Bug 91014] "Edit as Root" from Actions context menu results in error setting up inter-process communications

The problem is intermittent.

Right click on /etc/pam.d/common-password using Konqueror.  Select
Actions|Edit as Root.  After some time, error dialog appears: There was
an error setting up inter-process communications for KDE.  The message
returned by the system was: Could not open network socket. Please check
that the "dcopserver" program is running!

This problem also occurs when selecting Adept Manager from the System
menu.
