Confirming. In kde-guidance 32x32 sized icon is missing for displayconfig (only 16x16 exists):

Adding kdelibs-data (kdelibs) since it provides the icon for the 'Service Manager' entry (as 16x16 only):

kdelibs-data: /usr/share/icons/crystalsvg/16x16/actions/services.png

The icon (provided by kde-guidance) for the "windows programs" entry
also seems to be of substandard quality, even though it is 32x32.
