[Bug 122788] [Kubuntu 7.04] Many characters are displayed wrong on the console

Public bug reported:

I installed a german kubuntu 7.04. When I do a "console login" via gdm
or switch to one of the virtual consoles with CTRL+ALT+F2 for example,
many erman umlauts as well as many other symbols are displayed with
wrong characters. aptitude for example looks very ugly. Perhaps there's
something wrong with the locale setting ot UTF-8 support in the console.
