I had almost if not identical backtrace.
Pretty sure this is a dup of bug #88256, which is now fixed in
adept 2.1.2ubuntu19 .

So I suppose apt-get upgrade should get you out of there, but
I am not too sure about your 'packages have been kept
back'.
