Ok, I've had a go at using these instructions to setup the modem on my
laptop, which is an Intel Conexant modem.
I don't think that all the instructions from the wiki are in an
appropriate state to go into the system help, because there are a number
of areas which address Breezy/Dapper only, and a lot of unsupported
drivers are flying around.
Equally, it's clearly not going to be at all possible for a user without
any kind of internet access to get it working without an alternative
internet connection - the scanmodem tool itself and all the drivers need
to be downloaded.
For now, I think the best we can do is provide an introduction to the
topic, how to find out the required driver with scanmodem and a pointer
to useful online documentation about where to find the drivers. That is
already included in the current dialup section of internet.xml. (preview

Any further detail is going to have to wait until drivers for modems are
consistently provided with Ubuntu or at least the functionality for
adding them semi-automatically is included. For now I'll close this bug.
