[Bug 89580] some services running but seen 'not running'

Public bug reported:

Binary package hint: kde-systemsettings

If I  do:
ps -e | grep udevd
I see the process udevd running.

But when looking in System services, it's status
is 'not running'.

according to:

it is happening with sendmail too.

At first I thought dbus-daemon was doing it too, but it is normal for this
one to have both a system-wide, and a per-user one daemon.
