[Bug 57102] Kubuntu 6.06 locale problem: package doesn't get installed when it is in a directory with spaces on its name

Public bug reported:

Binary package hint: dpkg

When right clicking the mouse to install a .deb package if it is under a directory with "space" characters the dpkg command doesn't find it. It looks like a locale problem.
