[Bug 90787] UVFe: KTorrent 2.1.1

Public bug reported:

Binary package hint: ktorrent

KTorrent 2.1.1 is a new upstream release, primarily a bugfix and
reworking of networking code for efficiency. It would be good to have in
Feisty.

I am working on putting together a UVFe for it.

Presently I am
(1) Contacting upstream for a more informative changelog
(2) Seeing if the package builds/operates
