A bunch of updates came down today, and the problem seems to have
disappeared :-(


What version of Kubuntu are you using?


Sorry, I should have included that information.   Feisty Fawn Herd 4 updated
to the latest Feisty.

You can work around this by using alt+click to drag the window to get at
> the buttons.


Thanks!  I didn't know this.

The problems with the splash logo being off centre on the small screen
persist.
