[Bug 92445] Unable to change the user image

Public bug reported:

Binary package hint: kde-systemsettings

If I go to KDE System Settings, Personal, About Me, a provision is given
to change my image "Click the button to change your image" but if I
click that I only get: "Your administration has disallowed changing your
image". I am my own administration (single-user PC) and I have never
done anything like that. I think this is a bug. I should be allowed to
change my image.
