[Bug 93468] Qt 4 packages should get their own menu items

Public bug reported:

The Qt 4 packages namely Assistant, Designer, Linguist and QtConfig do
not get their own menu entries upon installation. I attach the desktop
files which I took from SUSE. Please make sure these files are also
installed with the Qt 4 packages.
