[Bug 93399] Can't set my wireless connection inactive on startup

Public bug reported:

I have  a wireless card in my laptop but never use it. Thus, I unchecked
"Activate when the computer starts" for my wireless connection, in
Kubuntu's System settings / Network settings. However, the interface is
still activated on startup and I have to disable it manually. This can
be annoying when the laptop is in battery mode and we forget to switch
the connection off.
