[Bug 96137] kwin is not good at managing NEEDS_ATTENTION

I am using kwin with GNOME, and am very happy with it as a substitute
for the woefully underfeatured metacity. However, when swapping focus
from one unminimised window to another the defocused window starts
flashing in the taskbar as if NEEDS_ATTENTION is set, even though no
URGENT hint has been sent. This does not happen if I minimise one window
to switch focus to the other, or if I unminimise a window to switch to
it.
