[Bug 97511] Processor bars do not scale in guidance popup

When I mouse over the guidance icon in the systray, the normal popup
appears with the %battery life and the processor speeds. However, the
processor speed bar is always at 0% for me and never actual changes to
represent the actual speed the processor is running at. Even when it is
idle (at 1000hz) the bar is all the way to the left and never moves. The
processor scales correctly, but the bar graphic does not.

I am using Feisty 64bit on a Core 2 duo Laptop.
