[Bug 113508] adept notifier still notifies kubuntu users of apport crashes

Adept notifier is still notifying kde users of apport crashes and these
bug reports are still appearing in Launchpad.  A possible example is bug
113051 or bug 112963.  This should also be disabled for Feisty Fawn.
