Same bug here running Kubuntu Feisty 7.04 on HP DV5097 (amd64) and on a
Dell Inspiron (pentium4) something.

There is a simple fix though:

In /etc/kde3/kdm/kdmrc add/change the following lines:

in section [ShutDown]:
HaltCmd=/sbin/shutdown -h now
RebootCmd=/sbin/shutdown -r now

in section [X-:*-Core]:
TerminateServer=true

Works for me both on the AMD64 machine and the Pentium4 one.
