Thanks for the bug report.

This is a bug. There should be a way of turning off this feature in
Konqueror using the GUI.

However if you add the following to ~/.kde/share/config/khtmlrc it will
disable access keys:

[Access Keys]
Enabled=false

If this file does not exist then you will need to create it. After you
have saved the file you will need to restart Konqueror.
