I can confirm this problem.  I have modified my Kontact main toolbar
just as shown in Dax's screenshot.  When Kontact is restarted, those
icons are not there, but if I select "configure toolbar" my changes are
listed, and if I modify it so that the "apply" button lights up, then I
can apply and the changes appear again.

Very annoying to have to do that each time.
