I don't have either of those files, and I get the _: stuff in the K-Menu
if I use LANG=en_CA.UTF-8.  Changing to LANG=en_US.UTF-8 makes it go
away.

BUT, this isn't restricted to the K-menu!  If I start e.g. KTorrent with en_CA, the first two entries in both the Downloads menu and a right-click menu on a torrent are 
  _: to start Start
  _: to stop Stop

This is an install upgraded from Feisty; I've not yet confirmed on a
live CD or fresh install.
