I can confirm that the bug exists still in Kubuntu Hardy (8.04) beta
(2008-04-16) which has knetworkmanager 0.2.2.

The workaround by Martin on entering the VPN-password to kwallet works
as well. However, I would not like to save the password to kwallet and
use it from there but, instead, enter the OpenVPN password every time it
is asked when opening the VPN connection from
KNetworkManager->Connections...
