[Bug 229366] [NEW] kcmshell4 kcm_knetworkconfmodule says "Could not parse the XML file"

kcm_knetworkconfmodule does not appear to be visible from
systemsettings, but can be accessed by entering "kcmshell4
kcm_knetworkconfmodule". The module loads correctly, but with no
interfaces listed, and an error message saying "Could not parse the XML
file."

kcmshell kcm_knetworkconfmodule (i.e. the KDE3 equivalent) works fine.

Kubuntu-KDE4 8.04 with KDE 4.0.4, specifically knetworkconf
4:4.0.4-0ubuntu1~hardy1
