Jonathan, that's demonstrably not true using Kubuntu 8.10. The
increments are not even consistent in spacing, and change depending on
whether you are turning the volume down or up:

100, 95, 90, 86, 81, 76, 72, 67, 62, 58, 53, 48, 44, 39, 34, 30, 25, 20, 16, 11, 6, 2, 0.
0, 4, 9, 13, 18, 23, 27, 32, 37, 41, 46, 51, 55, 60, 65, 69, 74, 79, 83, 88, 93, 97, 100.
