[Bug 245507] [NEW] DVB-S only with superuser possible

Public bug reported:

I can only watch TV (DVB-S) with superuser "root" since I have upgraded
to Ubuntu 8.04 (amd64). In addition since the last ati driver (8.50.3)
update I my xserver was killed after a few seconds with DVB-S (with
phantom image?!). Then I tried to restart the xserver, then my komplette
PC freezed > "hard restet".
