[Bug 234379] [NEW] need way to format or create new filesystem

Dolphin needs to have an option to format media / create file systems.
e.g. I have an NTFS or VFAT flashdrive that I want to become Ext2.

Dolphin brings up icons of attached media.  'right-clicking' brings up a
menu which should include an option to 'format'.  Or it could go
elsewhere.
