Thanks for taking the time to report this issue and making Kubuntu better.
The kwrite binary is a part of the kdebase-bin-kde3 package, this is the same in debian. I'd suggest you ask whoever packaged the .deb package to adjust the dependencies. Seeing as this is a KDE 3 package I'm marking as invalid because KDE 3 is being dropped in favour of KDE 4.
