[Bug 203378] [NEW] Guidance displayconfig does not automatically detect monitor config on systems with no xorg.conf

Public bug reported:

Binary package hint: kde-guidance

The first time a displayconfig is run for a system with no xorg.conf, it
will not detect monitor settings.  To detect monitor settings the user
needs to:

1.  System Settings --> Monitor & Display
2.  Obtain Administrative rights
3.  Select the appropriate monitor
4.  Apply the changes
5.  Restart X (logout and login or ctrl-alt-backspace)
6.  System Settings --> Monitor & Display
7.  Obtain Administrative rights
8.  Configure display settings to taste and apply them

This is a substandard user experience.
