[Bug 208009] [NEW] Kmail configuration changes not applied until application restarted

Changes made to accounts within Kmail's configuration panel (Settings -> Configure Kmail -> Accounts) don't take affect until Kmail is restarted, regardless of whether "Apply" or "Apply, OK" are clicked.

I believe that "Apply" should actually apply the changes made (and leave
the config panel open), while "OK" should apply the changes, and close
the config panel. Kmail shouldn't need to be restarted.  Package/release
details as follows:

$ lsb_release -rd
        Description:    Ubuntu 7.10
        Release:        7.10

$ apt-cache policy kmail | grep Installed
        Installed: 4:3.5.7enterprise20070926-0ubuntu2
