[Bug 293737] [NEW] KTorrent Queue Manager Allows One More Seed Than Specified

Minor, but seems like a bug.

Whatever I set "Maximum Seeds" to be it uploads one more.  It's probably
true of downloads, but I don't happen to be downloading anything.
Sounds like confusion between array indices,  which count from zero and
a max count.  Should be simple to fix.
