Hi, I can confirm this bug as well.

Initially the eht0 interface was set up as with DHCP, but I need to have it statically configured.
When I tail the syslog and try to activate the static configuration, I get the following in the syslog after a few seconds:

Nov  6 11:05:05 Odin NetworkManager: <WARN>  wait_for_connection_expired(): Connection (2) /org/freedesktop/NetworkManagerSettings/Connection/1 failed to activate (timeout): (0) Connection was not provided by any settings service

... and the network interface stays with the DHCP address.
