[Bug 296023] [NEW] systemsettings under gnome is missing critical components

Binary package hint: systemsettings
Keyboard/mouse/sound/etc. behavior in KDE3 applications running under
GNOME could be configured by installing the "kcontrol" package in Ubuntu
<=8.04. In Ubuntu 8.10 the transition to KDE4 has replaced "kcontrol"
with "systemsettings" which lacks the tools necessary to configure
important behaviors; currently only sound settings can be customized.
To replicate this problem:
1) Install Ubuntu 8.10
2) Install packages for a KDE-based application (try "k3b") and "systemsettings"
3) Observe that it is impossible to change the mouse behavior for single/double clicks from the limited set of tools available in the "System Settings" application.
