[Bug 289368] Re: systemsettings has none option

The bug I reported (296023) was marked as a duplicate, but is not a
problem with an empty/unpopulated systemsettings; my problem is that
systemsettings is populated with a relatively useless subset of
settings.  I cannot configure keyboard or mouse behavior for kde-based
programs.

I have the following icons in the "General" tab:
Look & Feel:
Appearance, Notifications
Personal:
Default Applications, Regional & Language
Network & Connectivity:
Network Settings
Computer Administration:
Sound
