I can confirm that Intrepid PPA knetworkmanager from
http://ppa.launchpad.net/network-manager/ubuntu does not work with
static IPs - it ignores the settings and runs dhcp instead. Note I'm
using the latest PPA release due to the bug where networkmanager times
out on WEP association #292054
