If I assume correctly that you are talking about keyboard shortcuts in
the keyboard&mouse category, then yes, they seem to be pretty much
broken (even more in KDE 4).

- Hi,
I've set a shortcut via kcontrol to launch konsole to <win+q> (had this
since a very long time, and redid this again recently). Now my problem
is, that the shortcut doesn't do anything in some sessions, and works as
expected in other sessions. I hope I've file this bug against the right
package.

+ Steps to reproduce in KDE 4:
+ * right click on the application launcher
+ * select Menu Editor
+ * choose some application (e.g. internet -> ktorrent)
+ * switch to advanced tab
+ * set shortcut and save
+ * test shortuct -> not working
+ * go to systemsettings -> keyboard&mouse -> keyboard shortcuts -> component: kde menu editor -> check that the shortcut is listed -> component: khotkeys -> no shortcut listed for K Menu entry.
