[Bug 283537] [NEW] adept lacks ability to set packages to hold

Public bug reported:

adept does not have the ability to set packages to hold state. If i know
that I do not want a particular package to be updated ever, the ability
to set its status to hold is not available through adept, needs to be
done through command line.
