[Bug 289368] [NEW] systemsettings has none option

Public bug reported:

I've updated from Ubuntu 8.04 to Ubuntu 8.10 rc. I use Gnome (ubuntu-
desktop installed). The update has removed Kcontrol. To replace it, I
installed systemsettings with Synaptic.

But when I launch systemsettings, its window is empty. There's just the
search box to the top and the button (not clickable) of the global view,
nothing else.
