[Bug 210303] Re: [hardy] kaffeine loops on "Codec package is already installed"

since nobody feels like addressing this issue, i decided to do it
myself.  While i didn't fix the issue (i simply don't have that kind of
time), i did enough work on it to get things working properly.  the bug
is indeed with escaped characters, i believe the URI is corrupted on its
way through the dcop server.
