I found the bug upstream at https://bugs.kde.org/show_bug.cgi?id=138494
.

In this bug report they mention renaming the
~/.kde/share/apps/kopete/contactlist.xml as a workaround; and this seems
to work for everyone there; so might be worth testing.

If it works renaming it they also specifically asks for an example of a
broken ~/.kde/share/apps/kopete/contactlist.xml
