I'd like to mention the following:
>From a user's point of view there is one proxy setting, which should apply to everything (CLI/_any_ GUI app ... i.e. also on a freedesktop level).
Either on a user level, or in case the user got sudo access even on a global level (for ever user, every environment, every application).
