In intrepid this file is provided by libqt4-dbus instead of libqt4-core.
Installing this will probably solve your problems.

This is no bug in qt4-x11 in ubuntu. Medibuntu will have to update the
dependencies for their skype package for intrepid to include libqt4-dbus
to get this fixed.
